I think Memphis is just trying to get on every negative list in the courntry.
Whomever the new Mayor will be a a few years will be able to make a huge difference without even trying. That is of course if they are nothing like Slick Willie.
I might snag this and post it on my page as well. The more attention it get, the better.
They might start doing something if fuel prices ever hit over $5. No one wil be able to afford to work at Fast food restaurants and drive.
